Project description The Ministry of Agriculture, Forestry and Water Management in cooperation with the World Bank in 2021 presents a new financing model, known as 50:40:10, to strengthen micro, small and medium agricultural producers and enterprises, and improve agricultural production and competitiveness through the Project competitive agriculture of Serbia. The mentioned project is actually a part of a new approach in agriculture and will provide support to agricultural producers, small and medium enterprises, who want to learn, improve and develop their capacities and transfer knowledge from agricultural to entrepreneurial approach with agricultural resources. The project will also provide support to agricultural development institutions in the Republic of Serbia by working on capacity building and helping them reduce costs through the use of Information & Communication Technologies (ICT), sustainable access to the environment and effective results, and connecting farmers with banks and the market. The project of competitive agriculture in Serbia is being implemented in the period from 2021 to 2024. Target group - direct users are individuals, holders of commercial family farms, cooperatives, entrepreneurs, micro, small and medium enterprises that can provide a direct link with small farmers. Among the target beneficiaries, the focus will be on vulnerable groups in the agricultural sector in Serbia: women, young farmers in vulnerable areas (underdeveloped / poor municipalities). The project is being implemented in compliance with environmental measures and sociological principles. Beneficiaries are given the opportunity to receive a grant, in the amount of 50% of the total value of the investment (including VAT), 40% financed by loans from commercial banks with only 10% of their own participation, for projects to improve agricultural production and participate in the development of agricultural competitiveness in the Republic of Serbia.

For individuals / agricultural producers, the total value of investments in individual business plans is from 20,000 to 50,000 EUR (ie the minimum grant amount of 10,000 - 25,000 EUR), and for aggregators from 25,000 to 400,000 EUR (ie the maximum grant amount of 12,500 - EUR 200,000). Steering Committee The Steering Committee of the Competitive Agriculture Project of Serbia was established and will last during the project (2021-2021) in order to ensure comprehensive project coordination, strategic steps and functioning. The Board is chaired by the Director of the Directorate for Agricultural Payments and also includes: Coordinator of the project Improving the competitiveness of agriculture in the Republic of Serbia; Assistant / Assistant Minister of Agriculture for Rural Development; Representative of the Sector for Agricultural Policy; Representatives of the IT sector; Representatives of Agricultural Advisory and Professional Services; Representative of the Ministry of Finance; Beneficiary representatives (local institutions, civil society organizations, private sector). Application evaluation committee The Commission is responsible for reviewing and formally approving the received applications, after the administrative control, as well as for scoring and ranking the applications made by the people engaged in the Project and approving the ranking list. The commission will be chaired by the assistant director of the Directorate for Agrarian Payments. Membership in the Selection Committee will consist of 13 members, most of whom will be from the non-governmental sector.
